The regular meeting of the Cass City Board of Education was called to order on September 25, 2006, at 7:30 p.m. in the Cass City High School Cafeteria by President Michelle Biddinger.
The members present were Michelle Biddinger, Danny Haag, Cathy Kropewnicki, Douglas Lautner, Teresa Rabideau, Randy Severance and James Turner. Also present were Superintendent Wilson, Principal Daniels, Principal Hartel, Principal Fernald, Principal Miklovic, Counselor Frederiksen and Student Representative Kyle Swanson.
It was moved by Randy Severance, seconded by Teresa Rabideau, that the minutes of the regular meeting held August 28, 2006, be approved. The motion carried unanimously.
It was moved by Danny Haag, seconded by James Turner, that the bills in the amount of $223,618.92 be paid in their entirety. The motion carried unanimously.
Public Participation – 1. Wendy Vatter requested her son Trent be allowed out for lunch hour. The request was denied by the Board. Barb Karr expressed her concerns for no use of the gym and the procedure for bathroom request during lunch hour and the fact that Principal Daniels had been on the school roof watching the parking lot during lunch hour. A committee consisting of two parents (Barb Karr and Sharon Delamarter), two board members (Cathy Kropewnicki and Randy Severance), Principal Daniels and Dennis Meck (teacher supervising lunch hour) was appointed to look into lunch duty concerns.
2. Jody Miklovic thanked the Board for his years of service working for the Cass City Schools. 3. Joe Graham, who is a host parent for two students, requested a diploma at the end of the year for MinYu Chen. It was moved by Randy Severance, seconded by Cathy Kropewnicki, that MinYu Chen be allowed to graduate with a diploma continquent on fact there is no issue with the State of Michigan or Federal guidelines. The motion carried unanimously.
Campbell third grade teacher Kris Milligan was recognized for being named “Educator of the Year” by Farm Bureau. Kris was responsible for bringing agriculture into the classroom.
An update on the Deford Elementary School was presented. Stuart and Brenda Venema purchased the school.
It was moved by Michelle Biddinger, seconded by Danny Haag, to approve the performance contract with Honeywell. The contract allows the Superintendent to enter into a 10 year installment agreement. The motion carried unanimously.
A budget review update was presented. It was moved by Douglas Lautner, seconded by James Turner, to adopt the revised budget. The motion carried unanimously.
Superintendent Wilson gave each Board member a copy of the form from the State for the school district’s plan for eliminating a deficit budget. This was just for their information.
Richard Little’s agenda item for a tennis club was tabled until next month.
It was moved by Randy Severance, seconded by James Turner, to approve the support staff’s contract for one year with a 2 ½% salary increase with no built in overtime. The motion carried unanimously.
It was moved by Teresa Rabideau, seconded by Cathy Kropewnicki, to approve the annual renewal resolution to participate in the Michigan School Readiness Program. The motion carried unanimously.
The Board self evaluation forms were tallied and the tally sheets and comment sheets were given to each Board member by Superintendent Wilson for information only.
It was moved by James Turner, seconded by Teresa Rabideau, to accept with regrets the resignation of school nurse Jeanne Nicol. Jeanne has worked for the district for 8 years and would like to be released by November 15th. The motion carried unanimously.
It was moved by James Turner, seconded by Teresa Rabideau, to approve the band and other school groups to attend the Tuscola County Pumpkin Festival parade being held on Sunday, October 8, 2006. The motion carried unanimously.
It was moved by James Turner, seconded by Danny Haag, to accept the resignation of David Barnes effective October 1, 2006. Mr. Barnes is going to retire through the Michigan Public School Employees Retirement System and continue to work for the Cass City Public Schools as Operation and Maintenace Supervisor as a contracted service. The motion carried unanimously.
It was moved by Teresa Rabideau, seconded by Douglas Lautner, to adjourn the meeting. The motion carried unanimously.
