May 2026 Bond Proposal

FAQ - Frequently Asked Questions

Printable Version

1. What is the increase?

None. The tax rate would remain the same. This proposal is an extension of the existing tax rate.

2. Will passage increase our current bond rate?

No. The tax rate will remain at its current level of 2.55 mills. If approved, the millage will stay at 2.55 mills.

3. You have a bond proposal for $10 million. Will this take care of all of our needs?

This proposal will address many identified facility needs and allow the district to keep more dollars focused on classroom instruction and student programming. It allows the district to plan proactively rather than reactively. Bonds will not be sold until funds are needed, helping avoid future requests for additional millage for many years. For example, the district can plan to replace the high school roof in 2028 rather than needing to do so immediately. This approach helps protect our community’s greatest resources—our schools and our future.

4. How much will I pay at 2.55 mills?

For a home with a market value of $100,000 in Michigan, the taxable value is typically $50,000. Dividing by $1,000 and multiplying by 2.55 mills results in $127.50 per year.

5. I am retired. What benefit does passing this provide for me?

This proposal allows the district to maintain high-quality schools without increasing the tax rate. Replacing items at the end of their useful life helps maximize facility value and supports a strong, stable community for current and future generations.

6. If the bond passes, when will work begin?

Construction will be completed in phases and could begin as early as 2027, based on building needs and project readiness. Schools are subject to specific state construction and safety codes. Relevant stakeholders (teachers, parents, and community members) will be involved in final design considerations. All school construction plans must be approved by the Bureau of Construction Codes (BCC) and the Bureau of Fire Safety (BFS). The district must follow a state-required competitive bidding process, interview contractors, and schedule work accordingly.

7. When will the work be completed?

Because bonds will not be sold until funds are needed, work will be completed over multiple summers based on priority and need.

8. Why is the bond proposal important to our school district?

In Michigan, school operating funds are intended for instructional purposes—not large capitalimprovements. Since the passage of Proposal A in 1993, property taxes were significantly lowered and major facility projects require local voter approval.

9. Are the proposed improvements aligned with the district’s mission and goals?

Yes. The proposed improvements support the district’s mission to provide safe, effective, and high-quality learning environments for students and staff.

10. What process did the district use to develop this bond request?

This was a thorough and extensive process. The district worked with architects and engineers to assess facility needs and identify the most strategic and responsible use of bond funds.

11. Does the Board of Education support the proposal?

Yes. The Board of Education reviewed the proposal and voted unanimously to place it on the ballot.

12. What is the Board doing to support this proposal?

The Board of Education has been actively involved in reviewing facility needs and ensuring the proposal reflects the district’s long-term priorities.

13. Why not use the district’s operating budget for these needs?

Michigan school operating funds are designated for educational programming and daily operations, not major capital improvements. Large facility projects must be funded through voter-approved bonds.

14. How would the bond impact learning environments for teachers and students?

The proposed improvements are intended to enhance safety, functionality, and overall learning environments for both students and staff.

15. Will bond dollars be used for staff salaries or other district expenses?

No. By law, bond funds cannot be used for staff salaries or general operating expenses.

16. Will special emphasis be placed on hiring local contractors and suppliers?

Contracts are awarded through a state-required competitive bidding process and approved by the Board of Education. Bid packages may be structured, when possible, to encourage local contractor participation.

17. How can we be assured the district won’t ask for another bond soon?

This proposal is intended to address identified facility needs for many years into the future.

18. What is the plan to minimize disruption during construction?

The district will carefully plan construction schedules to minimize disruption and protect the educational environment for students.

19. What is the Michigan Homestead Property Tax Credit?

Eligible homeowners may qualify for a reduced tax impact through the Michigan Homestead Property Tax Credit, depending on individual income and circumstances.

20. What is the procedure for absentee voting?

Absentee ballot applications will be available through your local voting authority beginning in late March 2026, in accordance with state election timelines.

21. How can I request a district representative to speak to a neighborhood group or organization?

Please contact the district’s central office to request a presentation.

23. Where can I find more information about the bond proposal?

The district’s website is the best source for complete and up-to-date information.

24. Are bond projects needed due to lack of maintenance?

No. Major components are being replaced due to age and end of useful life, similar to long-term maintenance needs in a home.
